Osmaniye Korkut Ata University Journal of The Institute of Science and Technology (Osmaniye Korkut Ata University J Insitute Sci Tech) is a scientific journal which aims to publish research articles of national/international researchers on the latest developments of science and technology. 

Objectives of the journal may be summarized as follows;
- Providing a digital, open-access publishing platform for the latest developments and innovations in the fields of science and engineering,
- Supporting collaboration between academic researchers and institutions on relevant fields,
- Creating an environment for discussions about published works,
- Contributing to cooperation between university and industry.

1- This journal is a national and/or international refereed journal. Our journal is published 3 times a year (March, July, December) as of 2021.

2- This journal does not charge any article processing fees over publication process.
3- It is a double blind peer-reviewed journal, so, all submitted manuscripts are evaluated by two professional referees and the editor makes the final decision about the publication.
4- Original scientific articles in Turkish and English are published in this journal, therefore, it is expected from authors to suggest a new method or extend an original study in their manuscripts.
5- All articles are accessible via open access and can be downloaded in full text without any restrictions.
6- It is mandatory that the submitted article has not been published before or it is not being under consideration for publication anywhere else.

Ethical Principles and Publication Policy
Publication Ethics
Publication processes of the Osmaniye Korkut Ata University Journal of The Institute of Science and Technology are based on the development and sharing of information in an objective and respectful manner. Therefore, the processes applied directly reflect the quality of the work of the authors and the institutions that support the authors. Peer- reviewed articles studies that ensure the application of the scientific method and impartiality. All parties involved in the publishing process (Editors, Reviewers, Authors and Publishers) are expected to agree on the following ethical principles which are also in line with the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access.


Ethical Responsibilities for Authors
Author(s) who send studies to the Osmaniye Korkut Ata University Journal of The Institute of Science and Technology are expected to comply with the following ethical principles
• Author(s) must ensure that submitted work is original. Applicable copyright laws and conventions must be followed. In the case that the author(s) utilize(s) other studies or use(s) other studies, they are required to provide complete and accurate citations and/or include clearly stated quotations.
• Individuals who have not contributed to the content intellectually in the formation of the study should not be indicated as authors.
• If any, situations and relationships of studies that may constitute conflict of interest should be explained in all studies sent for publication.
• During the assessment processes, data outputs may be requested from the author(s) regarding their article, and in such a case, the author(s) should be prepared to submit the expected data and information to the Publication Board.
• The author(s) should have documentation showing that they have the usage rights of the data that are used, necessary permissions regarding research/analyses or the consent of subjects on whom an experiment is carried out.
• In the case that the author(s) notice(s) a mistake or error regarding their article at the stage of early viewing or assessment, they are required to inform the editor of the journal and collaborate with them in the processes of revision or retraction.
• The authors cannot keep their studies in the application process of multiple journals. Each application may be made following the completion of the previous application process.
• One cannot request a change in author responsibilities of a study whose evaluation process has started (e.g. author addition, changing the order of authors, author removal).

Ethical Duties and Responsibilities of the Editor
The managing editor and field editors of Osmaniye Korkut Ata University Journal of The Institute of Science and Technology are required to comply with the ethical responsibilities included in the ‘COPE Code of Conduct and Best Practice Guidelines for Journal Editors’ (https://publicationethics.org/files/Code_of_conduct_for_journal_editors_Mar11.pdf) and the ‘COPE Best Practice Guidelines for Journal Editors’ (https://publicationethics.org/files/u2/Best_Practice.pdf) published by the Committee on Publication Ethics (COPE) (https://publicationethics.org/) as open access and listed below.


General duties and responsibilities of editors
The editor is responsible for all articles published in the journal. The ethical duties and responsibilities of the editor are as follows:
• The editor is should strive to meet the needs of readers and authors
• The editor is should strive to constantly improve their journal
• The editor is should have processes in place to assure the quality of the material they publish
• The editor is should support freedom of speech of the authors
• The editor is should maintain the integrity of the academic record
• The editor is should preclude business needs from compromising intellectual and ethical standards
• The editor is should always be willing to publish corrections, clarifications, retractions and apologies when needed.


Relations with readers
The editor(s) should make decisions by considering the knowledge, skills and experience expectations of all readers, researches and experts. In addition, editor(s) should ensure that publishing studies will be original and they contribute to the readers, researchers, practitioners and related scientific field. Besides, editors are obliged to take into account the feedbacks from readers, researchers and practitioners and to provide explanatory and informative explanation.


Relations with Authors
Editors' duties and responsibilities towards authors are as follows:
• Editors’ decisions to accept or reject a paper for publication should be based on the paper’s importance, originality and clarity, and the study’s validity and its relevance to the remit of the journal.
• Unless serious problems are identified with the submission, studies that are suitable in terms of form and content should be taken pre-evaluation stage by editors
• Editors should not ignore positive referee suggestions unless serious problem is identified about the work.
• New editors should not overturn decisions to publish submissions made by the previous editor unless serious problems are identified.
• A description of ‘Blind Review and Evaluation Procedure’ should be published, and editors should be ready to justify any important deviation from the described processes.
• Editors should publish guidance to authors on everything that is expected of them. This guidance should be regularly updated and should refer or link to this code.
• Editors should provide to the authors descriptive and informative notification and feedback.


Relations with Referees
Editors' duties and responsibilities towards referees are as follows:
• The editor should decide referees in accordance with the subject of the study.
• The editor is obliged to provide all necessary information and guides that referees will need during the evaluation phase.
• The editor has to check whether there is a conflict of interest between the authors and referees before assessing the article.
• The editor must make sure that the reviewer assessment process continues in a double-blind fashion and the identity information of the referees should be kept confidential.
• The editor should encourage referees to evaluate articles in an independent, scientific and objective language.
• The editor must assess reviewers based on their timing and performance.
• The editor should determine practices and policies that improve the performance of referees.
• The editor should take the necessary steps to dynamically update the referee pool.
• The editor should avoid impolite and unscientific evaluations.
• The editor should ensure that the referee pool is made up of a broad spectrum.


Relations with the Editorial Board
Editors should ensure that all editorial board members advance processes in accordance with editorial policies and guidelines. The editorial board members should be informed about the publication policies and kept updated on developments. Also, editors should provide new editorial board members with guidelines on everything that is expected of them and should keep existing members updated on new policies and developments.
In addition, the editors should;
• Ensure that editorial board members evaluate the work impartially and independently.
• Identify new editorial board members who are capable and appropriate to contribute.
• Guide the new editorial board members for the assessment of works which are appropriate for their field of expertise
• Should be in regular interaction with the editorial board.
• Organize meetings with the editorial board at regular basis for the development of the publication policies and the growth of the journal.


Relations with journal owners and publishers
The relationship of editors to publishers and owners should be based firmly on the principle of editorial independence. According to written contract(s) about the relationship between editor(s) and publisher, all the decisions made by the editor(s) are independent of the journal’s owner and/or publisher.


Editorial and blind review processes
Editors are obliged to implement the "Blind Refereeing and Evaluation Process" policies in the journal publishing policies. Editors should ensure that peer review process at their journal is fair, unbiased and timely.
Quality assurance
Editors are responsible that each article published in the journal appropriate to the journal publishing policies and international standards.


Protection of personal data
Editors are obliged to ensure the protection of personal data related to the subjects or images included in the evaluated manuscripts. Unless the express consent of the individuals used in the studies is documented, editors are responsible for refusing to work. Editors are also responsible for protecting the individual data of authors, reviewers and readers.
Ethics committee, Human and Animal Rights
Editors are obliged to ensure the protection of human and animal rights in the evaluated manuscripts. They are responsible for refusing to manuscript in the absence of ethics committee approval and permissions for experimental research for subjects used in the studies.
Prevention of misconduct and possible abuse
Editors are obliged to take precautions against possible abuse and misconduct. In addition to conducting a rigorous and objective investigation regarding the identification and evaluation of complaints regarding this situation, sharing the findings on the subject is among the responsibilities of the editor.
Maintaining Academic Publication Integrity
Editors should ensure that any errors, inaccurate or misleading statements in the manuscripts must be corrected promptly.

Protection of Intellectual Property Rights
Editors are obliged to protect the intellectual property right of all published articles and to defend the rights of the journal and author(s) in possible violations. In addition, editors are obliged to take necessary precautions so that all published articles do not violate the intellectual property rights of other publications.
Positivity and Encouraging Debate
Editors;
• should take into account cogent criticism of work published in the journal and take a positive attitude towards these criticisms.
• should grant the opportunity to respond to the author(s) of the criticized manuscripts.
• should not ignore or exclude studies reporting negative results.


Complaints
Editors are obligated to carefully examine complaints from the author, referee or readers and respond in an informative and descriptive manner.


Political and Commercial Concerns

Neither journal owner, publishers nor other political and commercial factors affect the independent decision-making of editors.


Conflicts of Interest
Editors should guarantee the completion of the publication process of the studies in an independent and impartial manner by taking into account the conflicts of interest between the author(s), referees and other editors.


Ethical Responsibilities of Referees
Evaluation of all studies with "Blind Review" directly affects the quality of the publication. This process provides confidence through the objective and independent evaluation of the publication. Erüsosbilder evaluation process is carried out with the principle of double-blind peer review. The reviews cannot contact the authors directly, the reviews and comments are conveyed through the journal management system. In this process, the review forms and the reviewer comments on the full texts are sent to the author(s) through the editor.
Referees evaluating manuscripts for our journal are expected to have the following ethical responsibilities:
• They should only agree to evaluate manuscripts related to their area of expertise.
• They should evaluate in neutrality and confidentiality.
• If the referees think that they face a conflict of interest during the evaluation process, they should refuse to review the study, and inform the journal editor.
• According to the principle of confidentiality, they must destroy the manuscript reviewed by them after the evaluation process. They can only use the final versions of the studies they evaluate after the publication of work.
• They should perform the evaluation objectively with respect to the content of the study. Reviewers should not allow nationality, gender, religious beliefs, political thoughts, and commercial concerns to influence their evaluation.
• They should make the evaluation in a positive and courteous language. They should not make humiliating personal comments that include hostility, slander and insults.
• They should evaluate manuscripts they have accepted timely with the above ethical responsibilities.


Publisher's Ethical Responsibilities
The Board of Directors of the Journal acts with the following ethical responsibilities:
• Editors are responsible for all processes of work submitted to the journal. Regardless of economic or political gains in this framework, decision makers are managing editor or field editors.
• The journal commits independent editorial decisions.
• Osmaniye Korkut Ata University Journal of The Institute of Science and Technology protects the property and copyright of every published article and undertakes the obligation to keep the records of every published copy.
• The journal has the responsibility to take precautions for all kinds of scientific misconduct, citation fraud and plagiarism regarding editors.
